28 August 2026 – On the Main Provisions of Regulation (EU) 2025/40 on Packaging and Packaging Waste, Applicable as of 12 August 2026
Please note that, as of 12 August 2026, the main provisions of Regulation (EU) 2025/40 on packaging and packaging waste have become applicable. Taking into account the scope of application of the Regulation and the requirements laid down therein, a uniform approach to the application of its provisions is currently being developed at both the European Union and national levels, and additional guidance on their implementation is being prepared.
In order to ensure the consistent and uniform application of the Regulation, the most relevant issues are currently being coordinated with the Ministry of Environment of the Republic of Lithuania, the institution responsible for shaping policy on packaging and packaging waste management. Questions concerning the application of the Regulation are also being considered at the European Union level.
Please note that, in order to implement and further specify the provisions of the Regulation, the European Commission is expected to adopt delegated and implementing acts, guidelines and other implementation measures. In addition, work is currently underway to align the national legal framework with the provisions of the Regulation, while competent authorities are preparing and updating guidance and answers to frequently asked questions.

Foreign citizens, who represent subjects (companies or individual persons, who run business and delivers goods to the market) and foreign subjects (those, who need to give accounting data and / or register to the Directory of Producers and Importers) may find instructions how to register accounts and how to reach registration to the Directory of Producers and Importers here:

GPAIS is not integrated and prepared for eIDAS authentication, so foreign persons should follow instructions and create accounts at the system. 

Legal consultations, when registration to the Directory is needed and information about any exemptions, will be ready a bit later.
